Transparency
& Accountability.
The UN’s Fund for Responding to Loss and Damage (FRLD) is up and running. We’re here to ensure support is reaching communities on the ground.
Phase # 1
In the first phase, we will track the pledges (promises to provide money) made to the FRLD, if these promises have been turned into agreements to pay and the total amount paid into the Funds bank account. We will also assess the quality of the money. Is it new and additional grant based finance?—What we need. Or is double counted official development assistance or a loan? —What we don't want.

Phase # 2
Once the FRLD starts delivering support to affected countries under its start up phase —the Barbados Implementation Modalities (BIM), we will start tracking the funding requests approved by the Board of the Fund.
Â
This will involve assessing approved funding requests. Was the proposal prepared with the participation of affected communities and marginalised groups? Does the proposal include community-led approaches? Does it support gender equality? Or does it leave communities and the most affected on the sidelines?
Â
As well as tracking how projects and programs are implemented. Has the money reached communities on the ground? How has it been spent? Were there safeguards in place? Has it made an impact?Â
For thriving,
not just surviving...
Our Pledge and Accountability Tracker will hold every actor in the process accountable, from the contributor to the implementing agency. It will be a critical tool to help assess whether the FRLD is delivering the community-led response to loss and damage that we need —or if it is failing to make a difference.
